Sida's support to the FIAS Programme started in FY1988, and is in line with its efforts to promote FDI and private sector development in developing countries. These efforts in turn follow the overall goal of development cooperation adopted by the Swedish Parliament. In order to achieve this overall goal the Parliament has adopted the following six sub-goals:

• Economic growth
• Economic and political independence
• Economic and social equality
• Democratic development in society
• The long term sustainable use of natural resources and protection of the environment
• Equality between men and women
