FIAS is the World Bank Group's multi-donor Investment Climate Advisory Service. Funding for FIAS' activities comes from a variety of sources, including IFC, MIGA and the World Bank as well as a wide range of World Bank Group-external donors and development partners.

Donor contributions to FIAS--including core, program, and project specific contributions--are typically administered via FIAS' Trust Fund structure. The new FIAS trust fund structure, which was established at the beginning of FIAS' 2008-2011 funding cycle, allows FIAS to manage donor contributions in accordance with the purposes for which the contributions were received.
Contributions to FIAS fall into the following categories:
- core contributions, which help FIAS co-finance its overall global work program,
- programmatic contributions, which cover costs related to FIAS' operations in certain priority regions and under global programs,
- country- and project-specific contributions, which help FIAS co-finance specific activities.

Donor contributions to FIAS are normally formalized via donor agreements in the form of administration agreements or reimbursement agreements. Administration agreements are typically used for larger, up-front donor contributions, whereas reimbursement agreements may be used to formalize smaller, project-specific contributions. Beyond financial contributions, our donors and development partners support the FIAS program in many other ways. In some areas, staff from both FIAS and development partners work together in joint teams on the development of new products and services or on the design and implementation of new projects and programs. Several partners are also actively involved in the global Advisory Panels that we have established for several FIAS products, or support FIAS' work via staff exchanges and secondments, which allows us to share knowledge and increase coordination with partner agencies.
FIAS' donors meet annually at the FIAS Consultative Committee of Donors Meeting (
Minutes of the most recent Meeting) to review progress that has been achieved and to review strategic issues related to FIAS' work program. The next FIAS Consultative Committee of Donors Meeting is scheduled to take place in
Paris, France, from November 9-10, 2009.
