It is not intended to be exhaustive of the vast and rapidly growing literature on regulatory governance. Regulatory policy is usually used as a multifaceted program of a government to improve its use of regulation. A regulatory policy agenda aims to improve four major elements: regulatory policies, regulatory tools, regulatory development (policy) processes, and regulatory institutions.

Regulatory Institutions are responsible for the conception, implementation and sustainability of regulatory reform.

Regulatory processed encompass both the development of new regulations, the revision of existing regulations, and the implementation of existing regulations. A range of quality tools have been developed to improve the outcomes of regulatory processes.
