Investment Policy and Promotion

Within the Business Enabling Environment (BEE) family of products, Investment Policy and Promotion (IP&P) is one of the two core products in FIAS' Investment Generation practice area, together with the newly developed Industry Competitiveness product.

IP&P seeks to help clients to establish an effective legal, policy, and institutional framework for investment, and to market the improving business environment to win new investment.

Generating new investment for client countries
The overall objective of IP&P is to support client countries' need for rapid increases in investment, generally and in specific targeted sectors or industries, within the context of longer term reform efforts.

IP&P focuses on the development of client countries' capabilities to -

  • identify and address in a pragmatic manner priority areas for investment law and policy reform;
  • use completed and ongoing reforms as one of the key foundations on which to promote the country as a location for new investment, building a range of capabilities to handle the needs of existing and new investors.
Providing practical and operational assistance
The main deliverables of an IP&P project for clients would normally be a strategy and action plan, including implementation assistance to:
  • improve the legal and policy environment for both local and foreign investment;
  • implement a program of investment promotion activities to attract and facilitate investment;
  • enhance national and sub-national capacity to implement these promotion efforts during the project and after its completion
Establishing a Credible FDI Competitiveness Benchmarking system
FIAS' Investment Policy and Promotion programs aim to not only strengthen the investment policy environment, but also to enable governments to effectively market the benefits of new investment policies and other reforms to prospective investors. FIAS is developing a new FDI indicator—piloted in some 20 countries—that will measure the openness of countries to FDI, thereby creating the transparency necessary to stimulate investment climate reforms. The indicator is designed as an easy-to-use reference for policymakers, analysts, and investors. Its information on foreign ownership restrictions, pre-establishment procedures, access to arbitration and currency convertibility, and repatriation of profits is particularly relevant for potential foreign investors.

Creating valuable virtual service delivery
FIAS offers e-Learning program entitled "Managing Effective Investment Promotion Campaigns". The project provides self-paced distance curriculum for investment promotion practitioners. The curriculum is available online to any investment promotion body. In addition, FIAS clients have access to a dedicated coach who supplements the web-based content. The online tools train clients to set up their own investment promotion agency, develop sector promotion strategies, and publish promotional materials.
